There are controls for the radio, heater, blower on the steering wheel. I had the same problem, I took the screws out from the back side of the wheel. I found out the foam insulation had gone bad allowing the contacts to make for the horn. This happened @ 3 AM, thought someone had lost their mind, I pulled the horn fuse and worked on it the next day. What a night. I was able to fashion a repair out of some foam I had lying around, inserted between the layers. Or you could just try and find a replacement.
