This would depend on whether by "lower back" you actually mean anus. If so, then yes. The anal passage is a richly vascularised part of the human anatomy, thus greatly exacerbating any sensation or feeling in this area. If by "lower back" you literally meant the lower part of your back, around the kidney-area, then the answer is a definite no. Should this sensation be accompanied by small lumps under the skin surface, giving it a rough texture, as well as a general sense of discomfort, I suggest you seek immediate medical counsel as this might be down to a colonic malformation whereby your colon does not actually lead to your anal passage but rather your lower back. Other symptoms to look out for include nausea, halitosis and a yellowing of the teeth.
