Yes. It uses the same basic story, Aliens attacking humans ( Covenant attacking UNSC ), But instead of playing as one " Spartan " ( A spartan is a super-soldier ), The whole world is a training base for it, It is based before halo 1 and around the same time as Halo Wars. It is a terrific game, 10/10.
