On May 18, 2009 the Centers for Disease Control and Prevention (CDC) Lifted their travel advisory to avoid nonessential travel to Mexico with the following statement ...
"Our main advice now is for those people who are at risk of complications from influenza because of underlying illness, pregnancy, or advanced age, that they ought to check with their health care provider before embarking on a trip...We do think it's fine for most people to travel to Mexico at this point."
However, during a pandemic any travel should be done with advance planning and thorough investigation like you have done with your question. Until the end of the pandemic, all should maintain vigilance and careful hygiene to avoid picking up the virus.
