Should you change a power steering pump instead of repairing the seals on a 1994 ford explorer?

Dear friend:
I've just bought a 1993 XLT Explorer and found that the power steering pump made a loud noise. I made seals changed and there's no difference. Serviceman told me that replacing the pump is the only way way to solve the problem.
