Apply saddle soap or similar conditioner to the jacket and let it dry overnight, then take mink oil and apply that over the jacket, this should restore the suppleness to the leather, aswell as restore some color to the jacket.
Drying the jacket with tennis balls will help the jacket's feathers to be fluffy.

this should be done by a professional dry cleaner who specializes in suede and find out if they guarantee their service. If you try and do this yourself , you may wind up ruining the jacket, so do not attempt it.

One way to clean a micro-suede jacket is by using a sued brush. Taking it to a dry cleaners may be necessary if the brush does not clean the jacket.

It depends on the material of the jacket. Usually, machine washing should be done on a delicate cycle using a cold water wash, such as Woolite. It would be wise to let the jacket air dry, smoothing it out as soon as the washer ends to prevent wrinkles and/or shrinking. I would not advise washing leather.
Yes. Close all zippers and Velcro, and wash separately from other stuff if you can. Cold water, gentle cycle, powder detergant. Dry low to medium, or air dry (whatever the care tag says). If its a down jacket, do an extra rinse cycle to make sure all soap residue is rinsed out of the feathers. Tumble dry by itself for about 25-30 min on medium, then switch to low and continue to dry until its back to its original "puffiness" (could take multiple cycles). Don't dry clean. Don't use bleach. Don't use laundromat dryers, because they run hotter and can melt synthetic material.
Re-wash it and don't let it air dry, instead dry it in the dryer. Make sure it is inside out. It may accumulate some wash wear if you consistently wash and dry it all the way, but it should not have a crusty feel. I always wash my sweatsuits in this way.
