If these children are both of theirs then yes, I think you should be mature enough to start communicating with your ex-boyfriend. The children have two parents here and they should ALWAYS come first. He may not be handling it the right way and not be aware of it. It's obvious something is going on between his ex and himself and perhaps he fears if she finds out you two were going together she may use the children against him. It's time for you two to talk and don't take him back if he isn't willing to sit down with his ex and let her know he is seeing you and make plans on having the children every so often.
