It depends on what you can manage and what your tortoises prefer. If you already have one, try to determine it's gender. (Looking at the width of the tail can help; males have thick tails, females have short and stubby tails) If it's male, get a female. There really is no promises that they'll get along, but if they do from the start, they always will. If one starts to bite the other, I would take one away. If it's a female, get another female and they will probably get along fine. I'm sure, if the tortoises are compatible, you will be better off with more than one. But, sadly, you can't know if they will be compatible until you try it out.
