It depends on what you can manage and what your tortoises prefer. If you already have one, try to determine it's gender. (Looking at the width of the tail can help; males have thick tails, females have short and stubby tails) If it's male, get a female. There really is no promises that they'll get along, but if they do from the start, they always will. If one starts to bite the other, I would take one away. If it's a female, get another female and they will probably get along fine. I'm sure, if the tortoises are compatible, you will be better off with more than one. But, sadly, you can't know if they will be compatible until you try it out.

Can tortoises stay upsidedown?

Yes, but it's not good for the tortoise to stay upside down for long. The tortoise should be able to righten him self, help him if he's stuck. It would be very stressfull for the tortoise to stay upside down for more than a couple minutes. But it won't kill the tortoise. It is very bad for the tortoise's health.

How can you tell a Russian desert tortoise's gender?

Male Russian tortoises have longer tails and their cloaca (anal opening) is more slit-like. They tend to carry their tails to one side, tucked under their shell. They also have a spur, a hook-like projection at the tip of their tale. All males have spurs, but some females can also have them. A female Russian tortoise has a fat, wedge shaped tail and her cloaca looks like a asterisk (*). It is very hard to tell if a Russian tortoise is male or female if its shell (from behind neck to where it ends above tail) is less than 5 inches long.
