Off. If this is left on, it can allow fuel to enter the cylinders which can wash down the cylinder walls and even contaminate the oil. Some newer motorcycles include a vacuum or other control in addition to the petcock that will shut off the fuel flow once the engine is not running. On these models, leaving the petcock On no longer matters if things are functioning properly.

I would just leave it alone. Remove the lower radiator hose to drain and flush the radiator. You don't really need the petcock.

It all depends. Both you and the car that is double parked are responsible. when you do hit a car that is double parked, and the person is not at his/her car, make sure you leave a note saying that you hit his/her car. why leave a note? ITS AGAINST THE LAW TO LEAVE A CRIME SCENE!!!!!!!!!!!

If you so happen to hit a parked car you should not leave. You should remain present until the owner of the car shows up. You should then explain to him what happened and cover all of the costs of damage. If you leave the scene im sure you will feel guilty and the person whose car you hit would be left very upset.
