Neutering is done to males - it involves crushing the Vas Deferens so sperm is no longer able to leave the body. It can be accomplished quickly (seconds) with a vet with the proper tool. Spaying is done to females - it involves tying off the Fallopian tubes so eggs cannot enter the womb. It requires a surgical operations and is therefore a lot more expensive and time comsuming.
Neutering is the removal of an animal's reproductive organs; spaying is the same thing, but the term is generally used on females.

Spaying is the removal of the reproductive organs of a female animal.

Neutering is the removal or surgical altering of the reproductive organs of a male animal. These procedures make it impossible for a cat or dog to reproduce: a spayed female cat/dog cannot get pregnant, and a neutered male cat/dog cannot impregnate a female.

Spaying or neutering your pet provides it with a longer and healthier life and reduces the number of unwanted offspring.

Basically, males are neutered and females are spayed. Not sure why the language needs a different term for each gender, but they are different operations, and we have different terms for lots of things based on gender.

Yes, it is highly recommended! Kittens reach sexual maturity at around six months old, although some will begin as early as four months! It is best for the kitten to be spayed before it reaches six months old, otherwise you will have to deal with constant spraying (very strong smelling urine), both male and female cats (when in heat) will yowl and call for mates, and will do anything to escape outside. Not only that, a cat spayed or neutered will greatly reduce the risk of numerous cancers and other health problems later in the cat's life.

Both male and female kittens can be spayed as early as 10-12 weeks of age, although this varies somewhat from vet to vet; some vets prefer to perform the spay procedure when the kitten is around 3 or 4 months old.
