It is recommended that you should use new hardware because of the rust and wear and tear on the old hardware. If your looking to be as economically mindful as possible then you can use the old ones, but it also a lot easier to just get new ones and install them

get in front of the jeep and grab the flood lights and manually angle them all the way down. pull back the rubber gasket covering the brackets that hold them to the bumper. on either side of the bumper bracket is a Phillips headed bolt that can be either unscrewed or ratcheted. two per lamp. now the actual light should be free from the bumper once you remove the two screws. get under the vehicle and unplug the lamp line, you may want to rubber band it off because you will just be using it soon. now replace the lamp, re-attatch new light bracket with the bumper bracket with the old screws, or new ones if supplied. now feed the lines in the bumper and crawl under a plug in the new lights. should be all you need to do.
