This was a debate me and my friends had when they asked me this question. Really, in the end it's all about preference. I suggest you take typing tests; one with your hands hovering in the air, and one with them resting on the desk. I personally like resting them on the desk.
Yes, as taught in any keyboarding/typing class, that is proper position for the hands. Having the heels of your hands resting on the desk is bad form, disallows for as accurate of typing, makes your hands tired more quickly, and can also help cause carpal tunnel syndrome.
If you are touch-typing, your eyes should be on the 3rd to 5th word beyond what you are currently typing.
When I do this it's because my wrist catches the touch pad below the keyboard. Avoid it by lifting your hands above it or place something over the touch pad while typing.
