Yes, the pump will come on for a few seconds and then shut down if you do not start the engine. You may not be able to hear it without listening at the fuel filler door. Open the door, remove the gas cap, and listen there while someone else turns on the key. If you hear nothing then check the fuse and fuel pump relay. If they are good then more than likely the pump has failed.
