Like all reptiles, they need external heat to warm their bodies. Thus if your lizard is lethargic it is because it is being kept in a temperature that is too cold.
No one really knows exactally why, they seem to change to black whenever they please, hot or cold night or day.
Being lethargic can mean several things. Not enough heat, not enough food or being sick are just a few things. Make sure you have temps of 70-80 on the cool side and 100-110 on the hot side, plenty of fresh food every day and see what happens. If the lethargy keeps up take to a vet

And yes, Prometheus's lethargic behavior was surely a symptom of the swine flu contraction.

To get rid of the waste products in their digestive system ! If they need to 'go' they'll do it when their body needs to - whether that's in their vivarium or on your arm !

As a reptile owner - it's YOUR responsibility to clean up after your reptile whenever they produce waste. If you don't like the idea of cleaning up after an animal - then maybe reptile-keeping isn't for you.
