The location of your social security number is irrelevant.
However, if someone has stolen property from you, you can contact the police and make a police report. The police will decide whether or not to prosecute her for theft.
Added: As interesting and as unusual as it may sound, the dog tags ARE the property of the US Government, and (technically) she could be charged with theft of US government property. .
