Japan attacked pearl harbour because they thought it would severely hamper anericans fighting force ,and then japan could win the war .what they didnt bargain for was all Americas aircraft carriers were not at pearl harbour.

AnswerNagumo was also advised to make a 3rd attack on pearl harbour. But! he decided against it. This lead to America's fuel tanks surviving as well as 3 other battle ships surviving and more people surviving.

All in all, it was a surviving sort of choice :D
