According to Cars.com the 2004 Expedition has a 28 gal tank. This was true for both the low-end LXS 4.6L and the top-end Eddie Bauer 5.4L so it would be safe to assume averthing in between was the same.
On a 1993 Ford Explorer ( 4 door) I believe it is 19.3 U.S. gallons (Helpfull)

I have a 98 Expedition, Eddie Bauer, 4x4, 5.4L V8 Automatic, but I am not 100% sure of the fuel tank capacity. I have seen it advertised as being 26 gallons, which from my experience sounds about right. But, I did happen to just find a few places that mentioned 30 gallons. I am quite sure that mine is NOT that big. Hope this helps.

The electric fuel pump is INSIDE the fuel tank
The gas gauge in the Eddie Bauer Explorer probably does not work due to a bad fuel sending unit. The sending unit is in the fuel tank in the same access area as the fuel pump.
