There are many unincorporated hamlets listed in Texas with populations under 10, but the smallest incorporated town is probably Impact, which is entirely surrounded by Abilene. Impact was founded in order to allow liquor sales to otherwise dry Abilene. By incorporating as a separate town, residents were able to vote to allow liquor sales where the rest of the county wouldn't. Abilene later voted to allow liquor sales, so Impact was rendered largely moot, though it continues as an incorporated town. The population wasn't ever more than 100, and has fallen as low as 25, though the most recent estimate places it at 43.
Texas is one of the biggest states of the U.S., however, some of the smallest towns of the country are also located there. The smallest town by population of the state of Texas is Grapevine, with a population of only 50,195 inhabitants.
