Ireland is now a first world country, with an international credit rating of AAA. But as in any first world country poverty still exists in Ireland, though it is not as widespread as it once would have been. The government also pays those out of work a "dole" to help survive.

This happened in the 1840's Irish Potato Famine. The potato was pretty much the only source of economic income for the Irish. When a pest took over the crop and made it worthless, the Irish lost all their money. To their disparagement, the English government continued to tax the Irish, which drove many from their homes.

The Irish are not poor...maybe you should go there then you will realise it is quite a wealthy first world (and expensive) country. The government is riddled with debt though...
