Sometimes when I turn quickly I see just a glimpse of someone walking the other way but there's no one there. Is this a hallucination?

Although you are seeing something that is not there, technically this is no hallucination. Nor is the experience uncommon. We are all "wired" to see what it would be useful expect in a given situation. This mechanism helps focus attention for quick responses. There is a vast experimental literature on how to generate mistaken perceptions just like this. While it is surprising how easily we can be fooled, it is no cause for alarm.
When you continue seeing someone who is not there, then you should consult a professional. Incidentally, auditory hallucinations are far more common than the visual kind.

This is a condition caused by diseases like macular degeneration which in turn result from age or Diabetes. Again the intervention of a physician is strongly advised to prevent further degeneration
