In the early years,before plastics,car battery cases were made of glass or other brittle material.When you placed these batteries on concrete,(or any hard surface)you were likely to cause a small crack(sometimes invisible to the naked eye),in the case allowing the battery acid to leak.Once the plates inside the battery are exposed to air for any length of time,the capacity to hold a charge was greatly reduced and can cause one or more of the six cells(12v) to stop working.Always keep the cells at the correct level.Concrete itself does not discharge a battery!

However,even a new or good battery will go bad no matter what surface it is stored on if you don't charge it every month or so.You could place it on a stack of $100 bills and it will go bad if it is not kept charged.
