Everything is definitely not a good answer. Study hall is a good place to be encouraged to work and not be distracted by TVs and games. Anyway, back to your question. Probably the worst part about study hall is that some students probably find it easier to "hit the books" in comfort and they may not do as well in a school-like environment. Also, if a student has almost nothing to do, they may waste time when they could be doing something else.
