The owners manual says 1,000lb if it has no brakes, and 2.000lb if it has brakes.

Subaru Forester L came with drum brakes on the rear. Forester S has discs.

Depending on what year model it is you unscrew the center console and just behind the handbrake lever the brake wire has a lock nut and nut on the end of it you can use these nuts to either tension up or release tension from the brakes, don't over tension it otherwise you will wear down your brakes while driving.
