It was a simple case of the opposition having control of the senate. when the government requires money to do its job it sends a money bill to the senate where until then it was always passed and freed the treasury to pas on the money to where ever it had to go i.e. public service military, pension etc, etc. Only this time the senate sent it back to the lower house. the lower house senate back again to the upper house who promptly sent it back to the lower house. Never mind wether it was nice or not the fact was that the opposition had managed to cripple the government. As a result the Governor general (an appointee of the labour party) dissolved parliament and put the leader of the opposition in charge as care taker prime minister until the elections for a new government and senate (a double dissolution) were held. To cut a long story short the libs were voted in at the election and we had a new government with no fighting on the streets. The tactics were dirty but the system worked,
