Check fuse for tail/parking/dash lights
i believe it has a faulty headlight relay.
Headlights,interior lights stop working.checked all fuses. I would suspect the headlight switch and/or the electrical connection at the headlight switch is faulty.
Typically this is a failure of the headlight switch assembly. See the question about how to replace the headlight switch in a 1991 Cherokee for the answer of how to accomplish.

I would start with replacing the head light switch
try unscrewing the back light covers and replacing the lights
You have a faulty headlight switch. It's too much of a load on the headlight switch to run all the lights at the same time. You should run a separate light switch for the running lights.
