Replace the temp sensor. The ECM doesn't know the engine is cold if the temp sensor is bad. You could also check out the throttle position sensor (TPS) and the Idle control servo (ICS).

the temp sensor opperates the choke flap , and if the sensor is faulty the choke will stay open and make it difficult to start, and on cold mornings some times make it impossible to start

sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,
the fan relay sensor is out of it.
