By the late 1980s the USSR could not compete with the USA in financial terms during the Cold War
Josef Stalin met with the other Allies concerning the Fate of Germany. He decided that the Red Army had done the most during WWII, and so took control of the countries they had relived of Nazi Control. This was called the USSR, and it's purpose was to act as a barrier to prevent future invasion by the West like in the past, notably in 1812 and 1914. The barrier, along with the USSR's communist ideology, frightened the USA and helped to kick-start the Cold War
USSR. During WWII the USSR and USA were allied. However after the war there was a build up of arms between the two countries in what became the Cold War.

There were always fear of USA lunching a nuke missile at USSR that also applies to USA fearing a USSR nuke landing in US soil.
