Prior to the 17th Amendment, senators of the U.S Senate were appointed by the state's governor. The 17th Amendment requires that senators be elected by the citizens of the state they represent.
The 16th Amendment gave Congress the right to collect income taxes. The 17th Amendment established that the Senate would be comprised of two senators from each state. The 18th Amendment established the prohibition of alcohol.

The seventeenth amendment to the US constitution, which was ratified on May 31, 1913, made it so that senators would be elected directly to the senate by voters. Before this Senators were appointed by the state legislators (Legislators from Delaware would choose the Senators for Delaware etc.). Before this only the representatives were directly elected. The amendment was one of the parts of the platform for the populists and later, the progressives.
The Sevnteenth Amendment
The Seventeenth Amendment (Amendment XVII) to the United States Constitution established direct election of United States Senators by popular vote. The amendment supersedes Article I, § 3, Clauses 1 and 2 of the Constitution, under which Senators were elected by state legislatures. It also alters the procedure for filling vacancies in the Senate, to be consistent with the method of election. It was adopted on April 8, 1913.
