The IF function is exactly what you need to assign a value based on a logical test, as in:
=IF(A1>5,"Greater","Less" than or equals to")
This will result in a cell whose value is the string "Greater" if A1 contains a value greater than 5 and "Less than or equals to" if it is not greater than 5. You can also put numbers or even formulas in the values to assign.

The If function. Say you have a set of cells with exam scores in them, and based on a pass mark of 40, you want to show which are passes, and which are fails. You can do it with an If function. If it is, the Pass is displayed and if it isn't, the Fail is displayed. They are both in quotation marks because they are pieces of text.

You could use it to determine if someone has passed an exam or not, depending on whether their marks have reached the pass mark or not. Some statistical functions have logical elements to them, such as the COUNTIF function.
