It's difficult to be certain; we're inside the Milky Way galaxy, and we've never seen it from the outside. For a long time, astronomers believed that the Milky Way was a classical spiral galaxy, but more complete observations indicates that it is actually a barred spiral galaxy.

It depends on how you define brightness.

Normally brightness is defined as apparent magnitude, the brightness as seen from Earth. So in that instance, they are not, as a spiral galaxy, is the brightest - our galaxy.

However, if we took brightness to mean the value as if seen from the same point in space - absolute magnitude, then an active galaxy or quasar would be the brightest.

Its anything that looks odd and that does not fit into any of the other classifications such as spiral, barred spital or elliptical for example. Its kind of like a `miscellaneous` group. Often they occur when one galaxy has passed through another, distorting its shape.
