The Texas Constitution grants the veto power to the governor. These are formal powers which are clearly defined by the constitution of this state.
The constitution was ratified in 1789 and the president was given veto power within the constitution. There wasn’t a year when there wasn’t veto power.

Although the writers of the Texas Constitution back in the 1870s placed the majority of political power in the hands of the Legislature, they also gave the governor an effective tool to control public policy - the power to veto bills after the Legislature adjourns. Unless the governor vetoes a bill while the Legislature is in session, we have no opportunity to override the veto. That is why it is so powerful.

Well that all depends on what you mean...in Texas government the Texas governor is going to have more veto power due to the fact that the United States President does not control state legislation. In the US legislation the US President is going to have the most veto power because the Texas governor has no control over Federal legislation.
