Yes, the US military cuts back after it's wars, however the end of WWII was different. When WWII ended in 1945, the cold war immediately began...in fact it began while the Soviets (Russians) and US/British were racing for Berlin in 1944. The Soviets were an enemy before WWII commenced; WWII was just a temporary truce until the axis were defeated. Therefore, when WWII ended, the cold war commenced hot and heavy. Consequently, there was some downsizing from 16 million men to 3 million men...but the military stabilized at that figure. When the cold war ended in 1990 (Berlin Wall came down in 1989), the US military stabilized at around the 2 million man mark, but shut down an incredible number of bases.

Likewise, it is possible that the recepient(s) of the phone traffic could be approached and asked to voluntarily turn over, or grant access to, the information about these calls - or - be asked (or if military, ordered) to testify about them.If the phone is privately owned (i.e.; yours) it may be more difficult depending on the phone company's cooperation and dealings with the military under existing regulations that we may know nothing about (e.g.: under the umbrella of 'national security' or similar).
