Sounds to me you have a vacuum leak. Check under the hood for a unplugged or broken vacuum line. I think that model has a vacuum reservoir attached to the under side of the hood on the drivers side. I have seen that vacuum line pulled off accidently.

What is the floor covered with? Do you have access to the underside of the floor?

The fuel pump for the 1990 full size blazer is located inside of the fuel tank. If this model does not have an access plate in the floor of the blazer then the tank will have to be removed to get to the pump.
Most likely a bad or disconnected vacuum hose to the defrost/floor selector in the heater ducting.
There may be several reasons why the air only blows out the front vents and not on the floor or the defrost on the 2003 Dodge Ram. The fuses may be blown, or the heating coil is not working correctly.
The 1979 Chevrolet Corvette air flow door might the stock in the position so that air only blows out of the floor vents. The air flow door is located next to the blower fan.
