Sounds like the duct doors are not opening properly. Could be a vacuum leak, or it could be the stuck doors need to be replaced, which mean taking off the dash...which is about $450 before addressing the duct doors problem.

right next to the blower motor I'm don't know about the 2000 model, but it is directly behind the blower motor of the 1999 Century.

The blower motor resister is located just below the blower motor to the left attached to the housing.........
i have a 1998 buick century and my blower motor is under the passenger side front wall inside.I found out that the blower motor resister was the problem.if it works on high speed only,replace the resistor first.it's cheaper but harder to get at.

IN FUSE BOX UNDER HOOD WHERE YOU GIVE A JUMPSTART FROM
Behind the power steering pump on the passenger side.The pump will have to be removed in order to remove the blower motor.
You may have to vmove them to get at it

Sometimes the blower is always on, at a low speed. If you have a system that turns off the blower completely, then you should hear nothing.
