The president's role as commander-in-chief of the armed forces assures civilian control of their safety. It is the duty of the president to ensure that the citizens feels safe within the borders.

This helps to ensure that the military remains subordinate to the civilian government and prevents any potential threat to democratic governance. Additionally, it helps to emphasize the importance of civilian decision-making and oversight in matters of national security and defense.

With this background, the delegates included numerous safegaurds in the Constitution to ensure that elected government officials would control the military.
The Secretary of Defense is ultimately responsible for the safety of all military and civilian personnel and property. They work in conjunction with the respective service branch secretaries to ensure the safety and security of the entire Department of Defense.

Check and balances is the answer to the question in that the checks of the three branches of government keeps the country at large in balance. No one dictates the law and no one is above the law. The one interesting check and balance is that the US. armed forces are always under the control of a non military civilian, ie. the President.
The civilian equivalent would be "watch your back". Basically, it's telling you to ensure that there is security to your rear, the rear of the vehicle, rear of the formation... whichever one is applicable to your current situation.
The political commissar was an employee of the Russian federal government. They were present during the French Revolution to oversee the military and ensure the governments control over the military.
