Ok if:

X is the time rocket 1 burns

Y is the time rocket 2 burns

If stage 1 burns 28 seconds longer than stage 2

X = Y + 28

If the total for both stages is 152 seconds

X + Y = 152

We can substitute Y + 28 where we see X

Y + 28 + Y = 152

2 Y = 152 - 28

2 Y = 124

Y = 62

Then we can substitute 62 into where there is a Y

X + 62 = 152

X = 152 - 62

X = 90

So statge 1 (X) is 90 seconds and stage 2 (Y) is 62 seconds
