The United Nations Security Council has 5 permanent members... the United States, United Kingdom, France, Russian Federation, and China
Any sovereign country can be a permanent member of the United Nations UN. However, not all countries can be permanent members of the UN security council.
There are 5 permanent members of the United Nations Security Council. They are from China, France, Russian Federation, The United Kingdom and The United States. The five permanent members were drawn from the victorious powers of World War II, and at the UN's founding in 1946, the Security Council consisted of France, the Republic of China, the United Kingdom, the United States and the USSR. They were the five victorious World War II nations that founded the UN as an organization. Then other countries started to join and help as well.
"To the winner goes the spoils." After WWII, the victorious side, the Allies, established the United Nations. The permanent members of the UN security council are the 5 main members of the Allies (viz. US, UK, France, Russia, China). These five nations all had large 'spheres of influence' around the world. Essentially, Germany lost WWII, so they weren't invited to be a permanent council member.
