First of all, he probably doesnt want to call because he wont know what to say, or he just is nervous about asking you out. He also is probably just a texting kinda person and just wants to leave it as friends, but you can always make the first call, some guys like that, because they are too shy to start the conversation, as long as you keep saying something interesting he will listen!
