There could be a blockage in your heater core, I suggest you get it flushed to see if there is flow through it.

The most likely possibility is a bad Blend Air Door Actuator. The temperature door actuator is located at the bottom of the heater housing at the center tunnel. Remove the three screws holding the actuator and turn it so you can see the drive. Upon removal, note the shaft position of the actuator, because the shaft on this motor is keyed. As you change the temperature setting, the drive should move one way or the other. If it does, then the Blend Air Door is stuck or broken. If it doesn't move, then the problem is with the control panel or the wiring in between the control panel and the actuator.Blend Air Door Actuator
