The answer could possibly be that you're a retard. If the vehicle is off and a light is still on, the light will require ELECTRICITY! For the love of God, your battery is fine BUT IT WONT BE IF YOU KEEP KILLING IT AND BOOSTING IT! I suggest taking the car in to someone who knows what they're talking about.
You'd probably be better off getting rid of the car, as neons suck a lot of dick.
