I dont know what statistics or studies that were used [I doubt any real evidence exist] which determined that its okay to drink at 21, but not 18; however, many of the states bucketed under the pressures of national govenment and raised the minimum drinking age, so that they wouldnt have cuts to a Federal grant for road constructon. If Texas would have refused to adopt the higher age minmal age for drinking, they would have lost ten percent of its federal highway dollars after 1988. So it chose to raise the legal drinking aid to fund building and improvements of highways and roads, where many citizens of ages 21+ would later die, due to intoxicated drivers. <===I think I finally answered your question with this last sentence.
