Cells are affected by the movement of water by the diffusion of water that goes in and out of the cell will tell you how it functions.
The water vapor is acctually released by the leaves, not the stems, roots, or flowers.
Each water molecule pulls on other water molecules as water is transpired from the leaves of the plant. This allows free movement of water throughout the plant.

Transpiration is the movement of water vapor out of a plant and into the air. Water vapor is gas.
excretion
Low clouds can deposit water vapor on a plant by the mechanism of condensation. In this circumstance, the plant is cool enough to cause moisture (water vapor) in the air that comes in contact with the plant to lose enough energy to condense out and form little droplets.
