The word "popularity" here is rather confusing. Goldwater was popular at the Republican nomination convention, I suppose, but he suffered one of the worst defeats ever in presidential election.

He was nominated because there was a lack of other good candidates and because he had worked hard to forward his conservative views for many years and , I think, party members felt he deserved a chance to run. He had a following but was unwilling to make the compromises he would have needed to capture enough broad appeal to win the election.

He lost the election mostly because he advocated sending troops to fight Communism in Vietnam or wherever else they might be needed. People were afraid he would start a war. even a nuclear war, and the Democrats did what they could to exploit that fear. He wanted to cut social programs, maybe even social security, and the beneficiaries of these programs feared they would lose their benefits. He wanted to sell the TVA dams and lost votes in the areas that got cheap TVA power.

Finally to answer the question, I would say that Goldwater's defeat showed that the majority of the people were more afraid of war than of Communist domination and that they were not ready to give up entitlement programs.
