Some stories would be totally different if told in a different setting. One example might be the Star Wars stories - can you imagine how different those would be if they didn't take place in the far future, on different worlds? A story where setting is not as important is the Twilight series, which could really take place anywhere at all because the characters are more important for those than the setting is.
Setting is important in all stories. Where and when the story takes place often changes the way the plot is seen and understood. Imagine if the story of the Three Bears had taken place in outer space, for example, or if Heidi found herself on a desert island. It just wouldn't be the same story at all!

A story can technically exist without a detailed setting, but having a setting helps establish context, atmosphere, and tone for the narrative, enhancing the overall storytelling experience for the audience. Atmosphere is the emotional impact created by the setting of the story. In time travel stories a big part of the impact is disorientation and wonder. This however need not be universal to all time travel stories. The writer is given wide freedoms to express himself in any way he pleases.
