You need to replace the dimmer switch in your gauge cluster. This was caused by a bad ground happens all the time.

If the digital dash lights up but shows no numbers for the speedometer on a 1989 Thunderbird LX, it is possible that a fuse is blown for the speedometer and the fuel gauge. There is more than one light in the dash for the speedometer.

It is an electronic speedometer. the sensor is located on top of the transmission. When I looked into getting a new one for my 89 it was about $80 new.

When those things on my 92 B250 did not work, I replaced the speed sensor located on the transmission tailshaft and that fixed the problems. Hope that helped! The contacts between the speedometer head and the wiring connector need to be cleaned. If that does not work get a used speedometer. It fixed mine.
It does not have a fuse, the speed sensor works the speed-o-meter \ \ I disagree, because the Radio fuse , in the fuse box under the hood will work the speedometer, Tach, and Message center
