I had this problem on my 2000 Windstar. I did the fix myself and documented it on my blog:

See "Related Questions" below for information about the leaking brake pressure sensor - I believe there are additional links to the sensor repair information you (we) seek.
go here, kill two birds with one stone pick a new air filter. you have to remove it just to get to the problem part. if you have a can of compressed air i would have that close by to blow out the connecter slots that have residual fluid.

AnswerIf the speedometer does work, but the odometer doesn't work, then you have a bad speedometer head assembly. The speedo head is a microprocessor that gathers the info coming from the vehicle speed sensor and translates it for you on the speedo and the odometer. If one is working, but the other isn't, then it is getting the VSS signal, it just isn't processing it right.
I had this on my 2000 Windstar and here is the link to the steps I took: I had to replace the brake light switch(was old style and wet with brake fluid from having done brake jobs) and it also allowed my Cruise Control to work again.

Cruise will NOT work if the speedometer has a problem
I have had the same scenario. In addition, the speedometer did not work, the overdrive was intermittent, the brake light was illuminated, and the cruise control did not function. This was found to caused by an all too common defect in the Windstar. The brake master cylinder leaks out of the area where the brake switch screws into it from the bottom. The switch has control wiring going to it which feeds various other systems. Ford makes a "Brake Repair" package to solve all of this. It only costs $ 20.00. It comes with a new switch and a wiring pigtail adapter. Simply remove the air filter to get at the master cylinder and remove the old brake switch. I would clean the associated wiring with alcohol (on a cool engine) and allow it to dry and then re-tape and/or heat shrink tubing over the wiring for future protection. Install the new switch and adapter pigtail along with another 10a fuse in the driver's side fuse panel and you are all set....... much less than Ford would charge!
If the odometer stopped working and the speedometer and cruise control still work, you have a bad odometer. It is part of the speedometer assembly so the whole thing will have to be replaced.
Cruise will NOT work if the speedometer has a problem
Drive on a freeway or highway where there's a speedometer check point. Set your odometer to zero, drive the exact speed limit (try to use cruise control), and after the speedometer check point is over (5 miles), you will be able to determine if your speedometer is working correctly based on the miles driven according to your odometer and the end of the checkpoint.
Yes it would because it also controls the speedometer and odometer, change it and that should fix your problem.

Your speedometer, odometer, and cruise control quits working; That's all. It happened to me when I replaced the transmission on my Altima and the two wires came out of the connector.
The speedometer is not working. When the speedometer gets to 65 mph I set the cruise control.
get it fixed
That depends on the year, make, and model. Most newer cars do not have a dedicated speedometer or odometer wire. The speed sensors are also used for shift timing. If it as old enough vehicle that has a dedicated speed sensor the speedometer and cruise would also not work. Some vehicles, such as 1998 on up Dodge trucks, use the abs sensors for the speedometer and odometer.
Haven't looked at a newer GM, but the problem always used to be the cruise control, usually the short cable from the cruise module on the drivers side inside fender. Don't know if they still use the same system or not, but something to look at.
Windstar is a luxury cruise line so you may want to plan your cruise trip with Windstar cruises. It is a good cruise and you have nothing to worry in anything when you plan with them.
I think you are seeing the cruise control light.
