Ever (Eber), fourth-generation descendant of Noah, is the person after whom "Hebrews" are named. He was a righteous scholar and teacher. We don't honor him with the title of one of our leaders (or the founder of monotheism), because his efforts were not strong enough to have prevented his teachings from dying out.
The person who made the supreme (and successful) effort which continues to this day, was Abraham (see Genesis 18:19). Still, it is hard to call him a leader of the Hebrews, since the Hebrew religion was just a few individuals at that time.
