Don't just run out with a halter and try to catch it. Instead spend time with the horse, just hanging out with it and sitting close by but not so close that it runs away. Keep doing this until the horse feels safe with you. Once the horse feels safe you can begin to gently handle it and pet it, again don't just slap the halter on it and lead it away. The process of 'gentling' a horse takes time and you may need a professional trainer if even after a month or so of gentle handling and encouragement the horse still fights you.
