If you understand the four basic English words "can," "not," "be," and "read" you shouldn't have any problem with the phrase. If you don't understand those, I really don't know how to help you.

to start with little books help them read those then on chapter books help them on those a little while and then let them do it themselfs and see how they do.
ROM storage is CDs (those you buy with music), DVDs (movies) and etc. ROM mean "read only memory", that is cannot be changed.

Try to find things that interest you. Maybe some ideas about a career you might be interested in to explore what it would be like to be in that career. Fiction or non fiction books can both be entertaining and fun. Personally I was interested in police work so I read detective novels and mysteries. Later I became interested in politics so I read some books by politicians to see if I could figure out why they do the things they do. The important thing is to read. If you can read, you can do anything. Those who will not read have no advantage over those who cannot read.
