This is referred to as phimosis. Sometimes the foreskin does not retract until as late as age 18. The foreskin can be VERY GENTLY stretched over a period of time until it can go back over the head easily. Search for foreskin stretching on Google for more information. Phimosis can almost always be treated without circumcision.
